Slow growing transplanted seedlings

My garden i started this spring as seedlings in pods in the house then planted them into garden using some compost of leaves, horse poop,and straw. I b1 the plants 2 times already, then I planted the seeedlings to the garden soil third week in april.
I have 2 kinds of leaf lettuce, brocolli, carrots, gr. beans, tomatoes, but every thing seems to be growing slow. Any suggestions? thanks
