Neem dip shampoo to deter garden pests?

How do I use Neem dip shampoo to deter garden pests?
I bought a gallon of Neem dip shampoo for dogs which I assume is just neem oil and citrus with a soap. We did not use on the dog and I wanted to use it as a spray for my garden which is being enjoyed by many hungry bugs. What is the safest way to use it? I know that Neem oil is used for keeping bugs off plants, but I am not sure about the shampoo version? Any advice?
